Development Management

IHE’s Professional Certificate in Development Management accredits your competence in delivering and managing sustainable communities.

The development management certificate is open to all highways practitioners and is only available at foundation level. It’s ideal for staff working in technical support roles primarily in local authorities.

IHE membership is not required, and you don’t need any specific academic qualifications or to take a training course.

You’ll be asked to prove that you meet the standards of competence to gain the certificate, this includes:

  • The Development Control process including both planning and appeals processes and procedures.

  • Issues to be considered in dealing with a planning application such as:

    • Policy, highway design, construction and management issues

    • Network capacity

    • Transport assesments

    • Ownership

    • Design and master planning

    • Sustainability

    • Travel plans

  • Responding to consultations and preparing conditions
  • Post planning consent issues
  • Personal skills

You’ll need to submit an experience report and compile a portfolio of your work matched to competence standards. You’ll then be required to present your work at an interview with two assessors.

Once you’ve achieved the professional certificate, you can progress on to becoming an IHE member or fellow. Engineering Council registration is also possible for those with the right academic qualifications or experience.

A step-by-step guide to application and guides to competency requirements are available to download.
