As some of you may know I, along with Sunil Bundhdeo, represent the TSG on the Sector Scheme (8, 9 & 10) committee and I thought it would be best to give everyone a quick update on the latest news on the schemes.
Firstly, Sector schemes 8,9 & 10 are now called Sector 8 only and the registration scheme part is known as HERS (Highway Electrical Registration Scheme) and it covers all electrical works that are part of highway works.
The Scheme is now separted into 3 sections, simular to before, which are Electrical (Street lighting & signs), Electronic, also known as combined (Traffic Signals, Comms, VMS, Cameras & Environmaental / Monitoring equipment) & Associated works (Slot Cutting, Column / Pole works, etc)
The scheme is soon to be updated to include the term 'overseeing' which will hopefully make things clearer for us TSG members as it will cover our overseeing role.
This scheme is COMPULSORY for all HA contracts and more & more local authorities are adopting it too. You will need to be aware if the scheme is adopted you will be required to police it, this means you must ensure all people that work on highway electrical equipment are registered. If your organisations is registered and they allow other organistations / workers to take part in highway electrical works that they are responsible for and that organisation / worker are not registered then your organisation can and will be penilised.
On a finacial note, the cost of registration for the typical local authority (or Agent) has been dropped to £362 and if you are a small local authority (1 or 2 people) then its only £181.

Just to clarify, am I right in assuming that the main role would equate to the old AV3 role but the overseeing would equate to AV2. If so, is there any estimate when the overseeing term will be included. At Transport for London Directorate of Traffic operations (DTO) we have a relatively small number who will need the combined role but a significant number who would require the overseeing role.
Also as a registered authorising officer I take it I now need to retrain !
I am not to sure what you are refering to when you say AV3 / AV2. The overseeing of highway electrical works is already part of sector 8 however the actual wording to reflect this is to be added to the scope wording & title so as to make it clearer.
As for AO training, I presume you have completed your training recently, all AO should all now have a photo ID card, if not then you should have been to a refresher session.

Myself and a colleague have recently joined EnterpriseMouchel (HA's Area 3 MAC) and would require registration to the Sector 8 scheme urgently. Who do I have to contact to start the process.

You are best going onto the HEA (ASLEC) website (http://www.highwayelectrical.org.uk/HEA/) and reading up on the documents there and follow the required process. The update to include 'Overseeing' organistaions has now been completed and the Sector & HERS documents reflecting this change will be avaiable soon in the meantime each organistaion will require an update of their Organistaional scope.
I have attached the new application form which will need to filled in and emailed to ASLEC / HEA who will update your organistations scope / status.
