			<![CDATA[With the beautiful weather we have been having down here over the past few days, came a new set of problems. Some of our equipment (mainly ANPR &amp; CCTV Processors) mounted inside the cabinets with Signals Controllers and/or Transformers have been getting rather hot and ceasing to function, due to the fact they automatically power down when the CPU/Board temperature reaches a set (non-configurable) threshold.<br />We have even had a controller power off at one location (black cabinet with no shade - engineer says he actually got burnt when opening it)<br /><br />Given that a signals controller cabinet is a sealed unit, it seems there are limited options for cooling. Assuming that modification of the ANPR &amp; CCTV processors with larger heatsinks / fans is not possible,  does anyone have any suggestions for reducing the ambient temperature of a controller cabinet (needless to say the cheaper the better)?<br /><br />Suggestions within our team so far have been:<br />- Paint cabinet white<br />- Attach parasol/umbrella to side of controller]]>

			<![CDATA[We are just considering charging utilities etc for our attendance on site to switch off crossings and junctions while they carry out their works with other TM measures. 			<![CDATA[I have been asked to highlight the latest WEEE update to TSG members<br /><br />Following the issuing of guidance by the Environment Agency (EA) in March of this year which on page 21 explicitly confirms that street lighting is within scope and also states that “traffic lights” are also within scope, Gareth Pritchard of ASLEC/HEA has contacted the EA for further clarification in respect of the inclusion of traffic lights.<br /><br />Despite possible issues regarding previous guidance, and terms and definitions, (The arguments about fixed installations, industrial purposes and control instrumentation (for those of you familiar with the WEEE Regs) have been put to the EA), the view of the Regulatory Specialist responding on behalf of the EA is that “Traffic lights have been determined as being within scope (which includes the control box, circuit boards, wiring, transformers, switch gear and bulbs - but not the metal post)”. <br /><br />They go on to state that “the Environment Agency have made the assessment that traffic lights do fall within the scope of the regulations and should be reported as appropriate, failure for producers to report in such a manner could result in the Agency carrying out an investigation in-line with our Enforcement and Prosecution Policy. Any final decision would then be taken in a court of law.”<br /><br />As the highway electrical trade bodies responsible for this area, and having been advised accordingly, our advice is that such equipment (traffic and pedestrian signal heads, ancillaries and control cabinets) are within scope and manufacturers should ensure they have a compliant  scheme accordingly. Contractors should work on the basis that such equipment is within scope until and unless advised otherwise.]]>

			<![CDATA[A colleague has mentioned to me that he had heard that there was a tactile cone which has been designed to only rotate for a set amount of time in a stage before stopping but if a person was to apply pressure to the cone after it had stopped and as long as the green man was still present then it would start again. E.G the cone would rotate for the first six seconds of the green man during a revertive stage where the ped always appears and then start to rotate again if touched.<br /><br />Could anyone clarify if such a device is being marketed and point me in the direction of the manufacture?]]>

Currently these works include, Excavation works, Duct laying &amp; Cable laying however it has been put froward that cable laying be put back into NHSS 8. In addition it has been suggested that the installing of controller plinths be placed into the excluded works list. I believe the cable laying motion is quite significant and therfore I would appreciate your opions before I put forward my official comments, on behalf of TSG, to the committee regarding this exclusion of works changes.]]>

			<![CDATA[Morning Everyone<br /><br />Does anyone have any accident stats for a three lane approach pedestrian crossing?  <br /><br />Does anyone know of any legislation that will help me in the fight to stop a developer increasing the approaching traffic lanes from 2 to 3 for a dual puffin crossing? <br /><br />(I know the 278 should have taken care of this but the 278 was granted by a neighbouring authority (the site is in their area) but the signals are mine!)<br /><br />Or am I being over cautious not wanting a three lane approach to a crossing on a road with a very high percentage of HGVs? <br /><br />And just for added fun, it is on the approach to a large roundabout and the egress from the large superstore is between the crossing and the roundabout! <br /><br />Thanks<br /><br />Fiona]]>

			<![CDATA[I've been approached by Mick Bowen of intouch4u, they say they have developed a lighting system that is coded &amp; tested, has reduced carbon emissions of up to 80% over florescent tubes, is more cost effective and has a payback time of between 2 to 4 years depending on what is replaced. 			<![CDATA[At a recent meeting with DfT I suggested that TSG could collate feedback on areas for discussion under the current major review of TSRGD that DfT are undertaking. DfT have established a number of working groups to look at various different aspects of TSRGD and our comments are principally sought on signals-related aspects, although they'd happily receive all feedback I'm sure. <br /><br />The Forum would seem a good arena for discussion, but I'm happy to receive emails. 			<![CDATA[As some of you may know I, along with Sunil Bundhdeo, represent the TSG on the Sector Scheme (8, 9 &amp; 10) committee and I thought it would be best to give everyone a quick update on the latest news on the schemes.<br /><br />Firstly, Sector schemes 8,9 &amp; 10 are now called Sector 8 only and the registration scheme part is known as HERS (Highway Electrical Registration Scheme) and it covers all electrical works that are part of highway works.<br /><br />The Scheme is now separted into 3 sections, simular to before, which are Electrical (Street lighting &amp; signs), Electronic, also known as combined (Traffic Signals, Comms, VMS, Cameras &amp; Environmaental / Monitoring equipment) &amp; Associated works (Slot Cutting, Column / Pole works, etc)<br /><br />The scheme is soon to be updated to include the term 'overseeing' which will hopefully make things clearer for us TSG members as it will cover our overseeing role.<br /><br />This scheme is COMPULSORY for all HA contracts and more &amp; more local authorities are adopting it too. You will need to be aware if the scheme is adopted you will be required to police it, this means you must ensure all people that work on highway electrical equipment are registered. If your organisations is registered and they allow other organistations / workers to take part in highway electrical works that they are responsible for and that organisation / worker are not registered then your organisation can and will be penilised.<br /><br />On a finacial note, the cost of registration for the typical local authority (or Agent) has been dropped to £362 and if you are a small local authority (1 or 2 people) then its only £181.<br /><br />If anyone requires clarification on these points or has any other questions in regards to Sector 8 or HERS then just leave me a message here and I will get back to you or you can also visit the HEA (ASLEC) website]]>

LOL!) It appears to have Farsided signals. Anyone from TFL like to share the info. Interesting how the Taxi and the red Audi in the photo appear to be violating the green man(????)<br />Wait for it everyone -coming your way soon! ;-)<br />There is also a video at the bottom of the article of the one in Japan it is based on. Not sure if there is a green man or a pistol shot to tell you when to cross!                    On your marks!...... Get set .......Go!!............<br /><br /><br />From the article-<br />HOW IT WORKS:<br /><br />    * Every two minutes a green man lights up at each of the 12 crossing points simultaneously.<br />    * For the next 30 seconds the whole junction becomes a pedestrian zone.<br />    * On the diagonal crossings - which are 26 paces across and take the average person 22 seconds to traverse - the green man stays on for about eight seconds.<br />    * The signal then goes black for 22 seconds. It is now safe to continue crossing but not to start.<br />    * A red man then lights up at all crossing points warning pedestrians to get off the junction as traffic is about to flow again in phases. Ninety seconds later the whole procedure is repeated.<br />    * The shorter street crossings are 15 paces across and should be used in the same way as normal light-controlled crossings.]]>
