Well-planned parking is vital for keeping neighbourhood peace

Residential Parking - a new guidance note from IHE and CIHT
New Residential Parking Guide published today. The guide, launched today is a joint collaboration with CIHT and has been overseen by the IHE Parking Group chaired by Chris Saunders FIHE of Reading BC. Bob White of Kent CC was principal author.
IHE Response to DfT Consultation on procedures for Traffic Orders
The Institute of Highway Engineers is very much in favour of the proposed changes to the Traffic Order making process. They will save councils money and make TROs easier to implement. They are also likely to improve matters for the public, as few people read TRO notices in local papers. Best practice in many councils is already to advertise proposed orders using street notices, on their website and using letter drops to affected people, measures that are far more effective than newspaper advertising. Encouraging all councils to follow this route, and to make use of maps and traffic sign images to explain the proposals, will be immensely beneficial and avoid some of the problems that currently arise concerning signing of an order that has already been made.
Potholes Review - Prevention and a better cure, DfT
The Institute of Highway Engineers today welcomed the release by the DfT of the PotHoles review and its recommendations. The long-awaited report published yesterday stresses the importance to the national economy of the UK's highway network, both the strategic and local road networks maintained by Local Authorities. The condition of the nation's roads is high on the public's agenda.
Commenting on the report, Institute of Highway Engineers President, Steve Spender said: "Our roads and footways have shown a high level of deterioration over the last few years not only due to the successive severe winters, but also as a result of a level of under- investment in the network over a longer period of time. Most authorities are progressing with the development of applying asset management principles in their highway maintenance regimes but there is still a shortage of experience and knowledge in this field that will aid us in ensuring that we make most effective use of resources."
Council Meeting: 22nd February, Winchester
February 21st & 22nd saw the second cycle of the Institute's new format of meetings with the Executive Board meeting on Tuesday before the Portfolio groups met on the morning of Wednesday 22nd. Full Council was held at 3:30 pm on Wednesday afternoon.
Remembering back to my first Council meeting as President on 19th June 2010 I can't believe how fast this one (being my last as President) had come round. The next time Council meets will following the AGM in June and the installation of Richard Hayes as the new President. In line with our initiative of 'Council on the road' this meeting was being held at Hampshire County Council's offices in Winchester which is where I started by term of office nearly two years ago.
Council was being held in Ashburton Hall which was a excellent venue for the meeting. It was a great pleasure and privilege to start the meeting with the presentation of Honorary Fellowship to Tony Suter. Tony has been the Secretary of the Southern Branch for nearly 20 years and has supported the branch tirelessly during that period.
With the presentation over it was straight into the meeting, a meeting which due to the time of year and forthcoming AGM is what I would call the 'business end' of our cycle of meetings. It was important to get through a range of topics including the election of Officers for the year, identification of vacancies for Council, the approval of our audited accounts and the setting of our fees for next year.
A slight change to the agenda at this meeting was the election of our next Junior Vice President, which this year was being decided by a ballot held at the start of our Council meeting. With the votes cast it was my duty to announce to members of Council that Tony Kirby would assume the role of JVP following the AGM in June.
As always Council members discussed and agreed all of the issues with due consideration to ensure that the Institute continues to take forward the changes that we have embraced to allow us to prosper and thrive in challenging times.
As the meeting came to an end I expressed my thanks and those of Council to Tony Sharp (Immediate Past President) for his commitment and dedication to the Institute during his time as an Officer and President, and also during his time on Council. As colleagues prepared to depart for their journeys home it was just left for me to thank all of my Council colleagues for their dedication and support over the last two years during which time I was privileged to have been President of the Institute. The next meeting will quite strange have to take a bit of a back seat but I know that Richard Hayes will continue to take the Institute forward over the coming years.
Preparing you for Professional Review Seminar: February, Bristol
18 Professional Review candidates and 1 mentor attended the Preparing you for Professional Review seminar held at the Balfour Beatty Mott MacDonald offices at Bristol on 29th February.
The day had been organised by Jonathan weeks and Paula Postlethwaite of the newly revitalised Severnside Branch.
The seminar was presented by Gerry Harvey FIHE and Bob Leonard FIHE and covered all aspects of preparing your submission and presenting at the review for IEng and CEng, both Standard and Individual routes. The day included workshops and individual discussions and advice. Candidates left with increased confidence and committed to putting forward their submissions in the near future.
The seminar was followed by the first AGM of the revitalised Severnside Branch. Congratulations go to Jonathan Weeks who was elected Chair, Paula Postlethwaite who was elected vice-chair, Lee Selway as Treasurer and Matt Owen as Secretary. Other committee members include Nick Ankrah, John Maddy, Douglas Mackay, James Heathcote and Stephen Pearson.
An exciting programme of forthcoming branch events was announced, including "Health & Safety in Construction", "Developing a Winning Bid", "Sustainability in Highway Design" and "SCRIM"

Chris Bowley - Radio Personality
Chris Bowley, FIHE Council member and Southern Branch committee member was recently featured on BBC Radio Somerset and BBC Radio Wiltshire breakfast shows. Chris appeared as an IHE spokesperson providing advice on tunnelling options for the proposed A303 improvements close to Stonehenge.

News from around the Branches
Yorkshire Branch - A tour of the Humber Bridge has been arranged for 18 April 2012. If anyone is interested in attending the Humber Bridge tour they need to contact me on Louise Hewlett.
Plans for the Yorkshire Branch AGM are now confirmed and will take place on 9 May. The AGM will be followed by a talk from Marshalls construction on anti-terrorism design.
Mercia Branch held its AGM this year at the Blists Hill Museum in Ironbridge. The AGM was well attended and was followed by a presentation from Council Member Nick Newton FIHE of Amey on "50 Years of Road Safety - What Works?". The Mercia Branch welcomed three new members to the committee and set out the Mercia Branch events programme for the coming year. Mercia Branch Chairman Nick Newton also presented former committee member David Wright with a decanter in recognition of his long term service to the IHE and the Mercia Branch itself.
The next Mercia Branch presentation is on 29th March at Telford & Wrekin Civic Offices on "Traffic Signing - Amendments to the Regulations". Other events for the forthcoming year include:

The South of Scotland Branch recently held another successful Technical Evening on 20 March. Nearly 40 members and guests attended two very interesting presentations. Thanks go to Gary Morton of Ischebeck Titan Ltd who presented on Ground Engineering Solutions and Brian Jones of Hydro International who presented on sustainable drainage solution. The South of Scotland Branch would also like to thank both of the companies involved for assisting with sponsorship of the evening.
A further Technical evening is being arranged for late April and members are encouraged to visit the branch website where details will be announced. The annual AGM will also take place on the same evening and if any members are looking to get involved with the running of the South of Scotland Branch they are encouraged to come along or to contact Martin Polland for a chat to discuss.
The South of Scotland Branch would also like to congratulate the members who have recently qualified at various levels through Professional Reviews and if any other members are considering gaining a Professional qualification they are encouraged to attend any future branch meetings where the opportunity to learn from the experiences gained with fellow members.

Members will be aware that IHE is undergoing rapid change with new Portfolio Groups taking on a number of exciting and challenging projects. Honorary Fellowship of the Institute
Secretary of Southern Branch, Tony Suter, was awarded Honorary Fellowship of The Institute at the recent Council meeting held at Hants CC, Winchester.
Tony's association with the Southern Branch dates back to the early 1990's when, as a Traffic Sgt with Surrey Police, he liaised with Surrey County Council and members on motorway and other traffic issues. He was particularly instrumental in the provision of modern traffic safety measures on the M25 during the early widening schemes of Junctions 8-10.
Tony was co-opted onto the Southern Branch Committee in order to advance collaboration between Highway Engineers and the Police. This resulted in the first series of branch seminars which were held at Surrey Police HQ, and were always addressed by the Chief Constable due to Tony's influence and invitation. Tony has since worked tirelessly for Southern Branch, and after his retirement from the police joined a Traffic Management company as TM trainer/designer using his police knowledge and experience to develop TM and highway safety in conjunction with the IHE.
Maintenance 2012
Plans for IHE's premier event of the year - Maintenance 2012 - are almost complete with the event this year taking place on Friday 29th June at The Radisson Blu Hotel, Durham.
A full conference with top class speakers from Government and Industry will be followed by the IHE annual general meeting and a presidential dinner in the evening hosted by incoming Institute President, Richard Hayes. Preparing for Professional Review Seminars
The annual round of Preparing For Your Review seminars got off to a cracking start this year with yet another fully subscribed event held in Bristol on 29th February. These events are attracting a world wide reputation and the Bristol event saw delegates jetting in from locations as far afield as the Middle East. Bob Leonard and Gerry Harvey who both have extensive experience of Membership Committee and The Engineering Council were tutors for the day which was also attended by a number of Reviewers wanting to keep up to date with developments.
The next of Preparing For Your Review event is scheduled for Thursday, 28th June, Edinburgh. Bookings are already being taken for his event so please book early to reserve your place.
Continuing Professional Development
To maintain our knowledge and skill levels, we all need to embrace CPD and to record activity in an on-going log.
A handy form to do this is available for download.
CPD is a requirement of continuing IHE membership and that of the Engineering Council. If you require any help with CPD matters, please give Catherine Sullivan a call at the IHE office during office hours.
Student Competition Winner
Congratulations to new student member Elinor Gill who was the proud winner of an Apple iPod in an IHE competition held at Brunel University in January.
Elinor is studying Civil Engineering with Sustainability at Brunel University.
