            <title>MfS vs DMRB - Join the debate!</title>
            <description><![CDATA[<p><span class="caps">IHE </span>hosted a discussion on 20th January 2009 led by Alan Young of <span class="caps">WSP, </span>one of the MfS authors, and Steve Proctor of <span class="caps">TMS, </span>editor of the <span class="caps">IHT</span> Road Safety Audit guidelines. Richard Fitter, Director of Entran Ltd, was in the chair and set the scene for a lively and good humoured debate to which <span class="caps">CABE </span>and DfT representatives contributed.</p>

<p>The event was repeated on the 20th October 2009 in Leeds with speakers as below.</p>

<h4>Richard Fitter, Entran Ltd</h4>

<p>Richard is a Director of Entran Ltd, an independent firm of environmental and transportation consultants. He has some 20 years experience in a diverse range of highway and transport engineering. His career has centred mostly on Highway and Transport Development Planning in both the public and private sectors. He has experience in devising transport strategies for major town expansion projects, urban regeneration initiatives and speculative mixed-use development schemes.  </p>

<p>Richard's work includes the preparation of movement strategies, travel plans and transport assessments as well as junction modelling, access design and transport sustainability assessments. </p>

<h4>Phil Cook, <span class="caps">TMS</span> Consultancy</h4>

<p>Phil is a Director of <span class="caps">TMS, </span>specialising in :</p>


<ul>
<li>Developing and delivering training courses </li>
<li>Transport, traffic management and road safety policy and practice </li>
<li>Undertaking <span class="caps">AIP </span>investigations, road safety audits and <span class="caps">NMU</span>/Accessibility/Cycle audits. </li>
</ul>



<p>Phil is generally supportive of the many of the principles of MfS but has some serious concerns about road safety aspects of the guidance and the increasing tendency to seek to apply the guidance outside the context of its intended purpose - lightly trafficked residential streets.</p>

<h4>Stuart Reid, <span class="caps">MVA</span> Consultancy</h4>

<p>Stuart Reid is <span class="caps">MVA</span> Consultancy's Director of Sustainable Transport. He has contributed to a wide range of research and technical guidance on planning for sustainable transport modes, including developing <span class="caps">DMRB'</span>s standard for Non-motorised User Audit. He was a contributing author to the Manual for Streets and led the development of the evidence-base behind MfS's recommendations. He is currently leading research for DfT on topics such as Shared Space Schemes and the effectiveness of measures to increase cycle safety and is contributing to the forthcoming 'Manual for High Streets'.<br />
 <br />
Stuart is involved in this debate because he believes that our current approach to street design is suppressing sustainable transport and making our communities less livable. This debate is important because it is a chance to separate myth from fact.</p>]]></description>

<p>Highway Asset Management - Practitioner Training </p>

<p>This assessed course delivers learning across the wide diversity of subjects an Asset Management Practitioner needs. Students attend two residential sessions of three days each and complete knowledge tests and an assignment. This course is aimed at Engineers and Technicians who are currently in an Asset Manager role.</p>

            <description><![CDATA[<p>Residential parking in new developments - how to square the circle?</p>

<p>Kent and Essex have returned to specifying a minimum number of spaces. Others are applying the Residential Parking Research for <span class="caps">PPS3.</span></p>

<p><span class="caps">IHE </span>hosted a discussion on 28th January 2010 with presentations from Bob White of Kent CC and Keith Lawson of Essex <span class="caps">CC.</span> The debate was chaired by Stephen Hardy of Dorset CC and provoked lively and interesting debate.</p>

<h3>Details:</h3>

<p>The training is for those working in Demelopment Management and can help to advance your career. This course can lead to Engineering Technician registration with the Engineering Council (UK) and the National Vocational Qualification 3 in Transportation (NTQ3).</p>

<p>Employers can be confident that holders of the <span class="caps">IHE</span> Professional Certificate are qualified practitioners.</p>

<p>The training programme has been developed by <span class="caps">TMS</span> Consultancy in partnership with the Southern and Eastern Development Control Forum and <span class="caps">IHE.</span> A unique feature of the course is that learning is assessed through completion of four assignments.</p>

<p>To go on and gain the full <span class="caps">IHE</span> Professional Certificate, candidates present their assignments or a portfolio of work at an interview carried out by two assessors who measure them against the development control Statements of Competence. Experienced practitioners can apply direct for the Professional Certificate by compiling a portfolio of documents produced at work to present at an interview.</p>

<p>The training consists of a six day residential course. There are two sessions, 2-3 months apart, each three days in duration, with associated assignments. Students' line managers are expected to mentor and actively support their staff attending this course. They are welcome to attend at a discounted daily rate to assist the training.</p>]]></description>

<p>This <span class="caps">IHE </span>course offers those in Transport Development Management an overview of the planning process and policies and the role of development management engineers.</p>

<p>Programme includes:<br />
- Introduction to planning legislation, key documents and the development plan.<br />
- The highway engineer's role in managing development; Assessing the highway aspects of a planning proposal; planning controls and obligations and agreements.<br />
- Legal aspects of development control: Section 106 and 278 Agreements, public enquiries.</p>

<p>The introductory course can be followed by a Transport Development Foundation training programme.</p>

<p>This event will be hosted by Sanderson Associates and is limited to 20 delegates.</p>

            <title>Improving your Skills in Traffic Signing</title>

<p>This twice yearly <span class="caps">IHE </span>course aims to develop practitioners' understanding of the principles and practicalities of traffic signing. The course provides guidance on the use of the current Traffic Signs Regulations and General Directions (TSRGD), and the Traffic Signs Manual (TSM) Delegates will benefit from speakers presentations on using the <span class="caps">TSRGD </span>and <span class="caps">TSM, </span>with particular emphasis on the planning and detailed design of directional signs. Delegates attending this course will be expected to have some experience of sign design and specification, and be reasonably familiar with the existing Regulations.</p>
