            <title>MfS vs DMRB - Join the debate!</title>
            <description><![CDATA[<p><span class="caps">IHE </span>hosted a discussion on 20th January 2009 led by Alan Young of <span class="caps">WSP, </span>one of the MfS authors, and Steve Proctor of <span class="caps">TMS, </span>editor of the <span class="caps">IHT</span> Road Safety Audit guidelines. Richard Fitter, Director of Entran Ltd, was in the chair and set the scene for a lively and good humoured debate to which <span class="caps">CABE </span>and DfT representatives contributed.</p>

<p>The event was repeated on the 20th October 2009 in Leeds with speakers as below.</p>

<h4>Richard Fitter, Entran Ltd</h4>

<p>Richard is a Director of Entran Ltd, an independent firm of environmental and transportation consultants. He has some 20 years experience in a diverse range of highway and transport engineering. His career has centred mostly on Highway and Transport Development Planning in both the public and private sectors. He has experience in devising transport strategies for major town expansion projects, urban regeneration initiatives and speculative mixed-use development schemes.  </p>

<p>Richard's work includes the preparation of movement strategies, travel plans and transport assessments as well as junction modelling, access design and transport sustainability assessments. </p>

<h4>Phil Cook, <span class="caps">TMS</span> Consultancy</h4>

<p>Phil is a Director of <span class="caps">TMS, </span>specialising in :</p>


<ul>
<li>Developing and delivering training courses </li>
<li>Transport, traffic management and road safety policy and practice </li>
<li>Undertaking <span class="caps">AIP </span>investigations, road safety audits and <span class="caps">NMU</span>/Accessibility/Cycle audits. </li>
</ul>



<p>Phil is generally supportive of the many of the principles of MfS but has some serious concerns about road safety aspects of the guidance and the increasing tendency to seek to apply the guidance outside the context of its intended purpose - lightly trafficked residential streets.</p>

<h4>Stuart Reid, <span class="caps">MVA</span> Consultancy</h4>

<p>Stuart Reid is <span class="caps">MVA</span> Consultancy's Director of Sustainable Transport. He has contributed to a wide range of research and technical guidance on planning for sustainable transport modes, including developing <span class="caps">DMRB'</span>s standard for Non-motorised User Audit. He was a contributing author to the Manual for Streets and led the development of the evidence-base behind MfS's recommendations. He is currently leading research for DfT on topics such as Shared Space Schemes and the effectiveness of measures to increase cycle safety and is contributing to the forthcoming 'Manual for High Streets'.<br />
 <br />
Stuart is involved in this debate because he believes that our current approach to street design is suppressing sustainable transport and making our communities less livable. This debate is important because it is a chance to separate myth from fact.</p>]]></description>

<p>The course delivers learning across the wide diversity of subjects a Development Management Practitioner requires, in both the private and public fields of work, which are assessed through assignments leading to a DM Foundation Certificate.</p>

<p>To demonstrate competence at work, a further report and interview leads to the <a href="http://www.theihe.org/training/ihe-professional-certificates/ihe-professional-certificate/"><span class="caps">IHE</span> Professional Certificate</a> and <span class="caps">MIHE.</span></p>

<p>Students attend two residential sessions of two days each and complete four assignments, each of which demands around three days preparation at work or in their own time. Line managers are expected to mentor and support their staff.</p>

<p>This annual residential course is for engineers involved in the management, design or implementation of traffic control systems.  The course is organised by <span class="caps">IHE </span>in conjunction with major UK industry players and the <span class="caps">ADEPT</span> Traffic System Group and complements the <span class="caps">JCT</span> Consultancy training programme.</p>

<h3>Course aims</h3>

<p>The four days are structured around the Highway Agency's Standards for Highway Works (Design Manuals for Roads and Bridges) and the Code of Practice for the Management of Electronic Traffic Management, with lectures from leading practitioners.</p>

<p>The course centres around a traffic signal control scheme which is developed by delegate groups in the evening putting into practice principles learnt in the day with tutorial support from the lecturers.  A comprehensive course file is issued to each delegate.</p>

<p><b>NB</b>: Delegates are expected to have either attended an introductory signals course or have a year's relevant experience.</p>
