Steve Spender - President 2010-2012
An Incorporated Engineer with over 20 years civil engineering experience predominately in highway maintenance and design, but more recently in Network and Asset Management.
Initially, I worked for Bournemouth Borough Council for over 10 years, then spent two years with a National Contractor before joining Winchester City Council as Head of Engineering Services. I have been with Hampshire County Council since 2005 where I lead on the development and implementation of the Authority's Highway Asset Management plan. Current chairman of the UK Footways Group and hence a member of the UK Roads Board. I also chair South East Service Improvement Group (SESIG) asset management forum, and a member of HAMFIG.
Richard Hayes - Vice President
Richard was elected as Vice President at the AGM in June 2008.
He is Western Area Manager for Highways and Neighbourhood Services within Northumberland County Council's Local services Directorate. He is responsible for an area of 2468 square kms based around the town of Hexham. He is also responsible for the County's Construction division which delivers capital works on highways structure and street lighting. He has been with the County Council since 2003 and before moving to Northumberland, he worked for Stockton on Tees Borough Council for 25 years in Highways maintenance.
Richard joined the Institute Council in 2004, initially as one of the first Graduate and Student representatives, before being elected a full member in 2007. He represents the Institute on the Construction Industry Council's Health and Safety Committee and the ADEPT Safety, Standards and Training Group. He is Chair of the North East Highways performance Improvement network and a member of the North East Winter services Group, Richard is also contributing to the Institute's work on Highway Maintenance training and competency assessment.
Married to Jackie and with three grown up children, Richard also enjoys travelling, World War l and ll history and watching sport.
John Nightingale - Vice President
I am a Principal Engineer at JCT Consultancy where I manage a small team of specialist engineers engaged in traffic signal design and modelling. I am also one of JCT's trainers providing both public and in house courses on signals design, modelling and audit to Local Authorities and Consultancies throughout the UK and beyond. I am also heavily involved in JCTs annual Traffic Signal Symposium where I have the responsibility for sourcing and managing the lecture programme.
I have seen many facets of highway engineering starting my career as a signal maintenance engineer and moving to Doncaster MBC in 1999 where I became an IEng, completed an MSc(Eng) at ITS in Leeds and finally became Chartered.
Since Incorporation I have mentored, reviewed, delivered seminars and training for the IHE and am proud to sit on Council and several committees. I am naturally very honoured to be invited to be a Vice President of the IHE.
Tony Sharp - Immediate Past President
I've been in traffic signals for South Gloucester County Council since 1999 but I retain a keen interest in safety audit, road safety and motorcycling. I started in highway engineering with Avon County Council.
I was elected to IHE Council in 1998 and was the President from June 2008 to 2010. I led the Editorial Group for the IHE Guidelines for Motorcycling and, at the Minister's request, chaired the traffic group of the National Motorcycle Council.
I am married to Janice, a process engineer, and live in Yate enjoying biking, cycling and hill walking.
